[Update] Two Juveniles Struck, Seriously Injured in Manchester

A Vernon man struck the two juveniles with his vehicle and then left the scene, only to return a second time to "flip the bird" at the injured, according to police.

Two juveniles were rushed to Hartford Hospital Thursday evening with serious injuries after a Vernon man struck them with his car and took off, according to police.  

Robert Tupper, 55, struck the two unidentified juveniles near the corner of Fairfield and Cooper Hill streets at just before 7 p.m., according to Manchester Police Sgt. Sandy Ficara. Their current conditions are not known, Ficara said.

Eyewitness told police that moments later Tupper returned to the accident location and as the two juveniles were lying in the street, he “flipped them the bird” before leaving the scene for a second time, Ficara said.  

Tupper was apprehended a short time later on a nearby street, Ficara said.

Tupper was arrested and charged with first-degree reckless endangerment, evading responsibility by causing injury and breach of peace. The investigation is ongoing and Tupper could be charged with additional misdemeanors and/or felonies, Ficara said.  

Tupper is being held on a $100,000 bond and is scheduled to appear in Manchester Superior Court on Friday.  

Ficara said that the circumstances surrounding the accident are currently unknown and that the regional traffic reconstruction team remains at the scene.
