Town Adopts $165.491 Million Budget

The new budget is a 1.3 percent increase in total spending and a 2.14 percent increase in taxes.

The Manchester Board of Directors voted to approve a $165.491 million spending plan for the 2012-13 fiscal year Tuesday. 

According to , the vote was 7-2, with Democrats Lisa P. O'Neill and Rudy Kissman casting the only votes again the budget. Diana said both did so because they indicated they could not support a slight reduction to the Board of Education's budget called for in a revision to the spending plan . 

Educational funding makes up the bulk of the pending budget, at $101,905,985. It is a 1.4 percent increase over the current education budget. Overall, the new budget will raise total spending in town by 1.3 percent.

The new mill rate will be 28.18 mills, a 2.14 percent increase over the current mill rate. A mill equals $1 of tax for each $1,000 of assessed property value.

"Even though the size of our government is shrinking the cost to provide services increases. This year is no exception," Diana said in his remarks endorsing the budget. "This year’s budget will honor the commitments made by keeping taxes low and being fiscally responsible. This practice paid off last October when we needed over $5 million dollars to . Having money in reserves is vital to a sound government and is a priority to this board that is why we will not use any of our reserves to balance our budget."

The new budget will take effect July 1, 2012, and run through June 30, 2013.
