TELL US: Should a Town Take Property by Eminent Domain?

The words "eminent domain" have always been a touchy subject in Connecticut.

And one the Manchester Board of Directors could soon have to confront, should it opt to approve an amendment to the Broad Street Redevelopment Plan that would allow the town to seize property in the area.

Town officials say there are no such plans on the table at the moment and they are just hoping to clear a deed restriction on the parcel, but one of the neighboring properties is the venerable Parkade Cinema.

Manchester Patch wants to know your thoughts on the issue - under what circumstances should a town be allowed to take private property by eminent domain? Or do you believe that it should never be used?
