New Subdivision Approved Off North Main Street

The proposal would bring six new homes to Manchester.

Manchester will soon see construction begin on a new subdivision, as the town's Planning and Zoning Commission recently approved plans to develop a small, seven-home subdivision off North Main Street and Kathleen Way. 

The plans, which were approved unanimously by the Planning and Zoning Commission at its July 16 meeting, call for an existing 1.88-acre plot abutting North Main Street to be subdivided into six residential building lots. The original 2.18 acre site, located on the south side of North Main Street, received a special exception to create a rear lot in May 2011. A house currently exists on that lot, located at 698 North Main St. 

The subdivision, which will be known as Olivia Estates, was proposed by Castanho & Cloutier Development, LLC.

Under the plan, the homes would be accessed off Kathleen Way, which currently ends in a cul-de-sac before the plot that is planned for the subdivision. The development would extend the cul-de-sac to end at the new subdivision. 
The new development will be serviced by public water and sewer, with all utilities underground.

The six proposed new units would be a mix of Cape and Colonial-style houses, and each will include a basement, garage, front porch and a rear deck, except for the house proposed on Lot 7, which will have a rear patio instead. The new houses will range in size from 1,561-square feet to 1,796-square feet. The larger units will have three bedrooms and the smaller units two. Each unit will include a two-car garage and driveway. The homes will feature double hung windows, clapboard siding, asphalt shingle roofs, and entrance doors with slightly different details.  

Director of Neighborhood Services and Economic Development Mark Pellegrini said the proposal is the first new subdivision he can recall in Manchester in several years, and a possible sign that the housing market is beginning to stabilize. 

"We haven't seen a subdivision for years," Pellegrini said. "It's not dramatic, but it's something."
