Police: 4 Charged for Operating Heroin Mill in Manchester

Jose Marquez, 29, Lisandra Delgado, 27, Kevin Smiley, 28, and Felix Cotto, 18, face a number of drug-related charges.

Four people are facing a litany of drug-related charges after their arrests Friday by the members of the East Central Narcotics Task Force along with Manchester Detectives on Friday evening.

The four people - Jose Marquez, 29, of 63 Elm St., Apt. 317, Lisandra Delgado, 27, of 63 Elm St. Apt. 317, Kevin Smiley, 28, of Hartford, and Felix Cotto, 18, of Hartford - were allegedly running a heroin mill operation out of the Elm Street apartment, according to a press release from the ECNTF.

Task force members, according to the press release, executed a search warrant for 63 Elm St., Apt. 317, and seized bundles heroin packaged for sale, 1.5 ounces of raw heroin, sifting equipment, packaging, scales, $401 in cash, and other drug paraphernalia.

“Three suspects fled out of the bottom floor window, but were all apprehended after a short foot pursuit and K9 track,” the press release states. “A fourth suspect was taken into custody after she returned home on her own.”

Small children also reside in the apartment, according to the press release, and the state Department of Children and Families was notified.

All four suspects were charged with the following:

Possession of heroin;

Possession of more than an ounce of heroin with intent to sell;

Possession of drugs within 1500’ of a school;

Possession of drugs with intent to sell within 1500’ of a school;

Possession of drug paraphernalia;

Possession of drug paraphernalia within 1500’ of a school; and

Operating a drug factory

In addition, Marquez and Delgado were charged with risk of injury to a minor, while Marquez, Smiley and Cotto were charged with Interfering with police.

They were all held on $260,000 surety bonds.

All of the suspects have a criminal history, according to the press release, and Marquez had an outstanding warrant for violation of parole.
