Manchester Police Blotter: Breach of Peace, Drug Busts and Public Indecency

The following arrests as reported by the Manchester Police Department are accurate as of March 14, 2012. Items on this list reflect charges filed, not convictions.

March 12

Phetsavath Luangpraseuth, no age given, of 22 Glenwood St., Manchester, was charged with public indecency, breach of peace and risk of injury to a minor after police say he pulled his pants down in front of a mother and her three-year old child. 

Joseph D. Litrico, no age given, of 34 Evergreen Rd., Manchester, was charged with possession of heroin, possession of Suboxone, possession of drug paraphernalia, possession of narcotics within 1,500 of a school, possession of drug paraphernalia within 1,500 feet of a school and possession of less than half an ounce of marijuana.

Albert C. Pierce Jr., no age given, of 40 Channing Dr., Manchester, was charged with third-degree assault, disorderly conduct, unlawful restraint, criminal mischief and interfering with an emergency call. 

Kenneth Cutter Bowman, no age given, of 66 South Buckboard Lane, Marlborough, was charged with with the sale of heroin, the sale of Suboxone, possession of heroin, possession of Suboxone, possession of drug paraphernalia, possession of narcotics within 1,500 of a school, possession of drug paraphernalia within 1,500 feet of a school.

March 13

Daniel West, no age given, of 102 Wetherell St., Manchester, was charged with breach of peace and interfering with police. 

Kimberley Ann Callawan, no age given, of 51 Hamilton St., Hartford, was charged with violation of a protective order. 

Barbara Hall-Rodgers, no age given, of 112 Highland Ave., Windsor, was charged with sixth-degree larceny and possession of drug paraphernalia for allegedly shoplifting from Sears. 

March 14

Dianna L. Sanchez-Cruz, no age given, of 23 North St., Manchester, was charged with driving under the influence. 

Katlyn Anne Raymond, no age given, address listed as "homeless," was charged with two counts of failure to appear.
