S. Manchester Street work

Anyone out there want to "talk" about the sewer/water lines in S Manchester?  The street conditions on Hackmatack, S Main and Village Street?  While upgrading the services, our property values have gone down!  "They" just finished Village Street and put "topsoil" down to fill in the dug up lines.  The "topsoil" has turned into cement and obviously just coated our lawns with the remains of the street debris.  A few neighbors are thinking about hiring a lawyer.  Why would you upgrade a system and then destroy many neighborhoods?  I know that Manchester has a lot of issues going on right now, but don't turn-off people who have lived here for years!
