Lawn Signs on town property over the top

Look at the town property on the corner of North Main and North School Streets and you will see how this is getting out of hand. Looking for a  Boston Beer tour, there is a sign for that. Looking for a craft show or a youth production, there are ones for that. How about a tag sale or Bounce House rental, then this is the place to find out where when or who to contact. 
This is not the only location in Manchester where people are taking advantage of town property like this. Should town workers be paid to remove these signs or should the people who place them here, pay?
