Connecticut Ratified the Bill of Rights in 1790
Found this amazing story that Connecticut ratified the Bill of Rights in 1790, not 1931 as I originally thought and. The Connecticut Archivist certified that vote in 2011 but for some reason, it hasn't made the papers. Since they did vote, the Congressional Apportionment Amendment becomes ratified with 80% of the states voting for it because of Connecticut. You can read more about that at http://boldtruth.com
