Manchester Police Arrest Three in Heroin Bust

Manchester Police arrested three men Wednesday, May 22, 2013, and charged them with various drug offenses after police executed a search warrant on the vehicle of a suspected drug dealer. 

According to police, officers obtained information that a 19-year old Hartford man who went by the street name of "Q" was selling heroin out of a red Chevy Lumina. Police obtained a warrant and searched the suspected vehicle, finding 40 bags of heroin and 2.6 grams of crack cocaine packaged for sale. 

The driver of the vehicle, Larry Lugo, 19, of Hartford, was charged with possession of heroin, possession of heroin with intent to sell, possession of cocaine and possession of cocaine with intent to sell. He is being held on a $150,000 surety bond. 

Donald Parker, a 36-year old passenger in the vehicle, was charged with possession of heroin, possession of heroin with intent to sell, possession of cocaine and possession of cocaine with intent to sell. He is being held on a $75,000 surety bond. 

Another passenger in the vehicle, 26-year old Daniel Santiago, of Hartford, was charged with conspiracy possession of heroin, conspiracy possession of heroin with intent to sell, conspiracy possession of cocaine and conspiracy possession of cocaine with intent to sell. He is being held on a $5,000 non-surety bond.
